CLPC set up a public planning process in support of the Neighborhood Master Plan effort. Each phase of the planning process engaged the public in a series of group and individual interviews, informal gatherings, and community workshops.

Neighborhood Priority Plan: Harmon Avenue Public Realm Improvements

Design & Implementation

Purpose:  To enhance the pedestrian experience and activity level of Harmon Avenue from MCTC to St. Thomas through 40% increase in commercial & residential parking per diagonal striping, installation of additional bike parking, enhance the tree canopy, and other Streetscape improvements as partnerships develop.

Timeline:  October 2014-December 2016

CLPC will:

  • Coordinate multi-jurisdictional partners to include Bob Carlson/Public Works, Ralph Sievert/MPRB Forestry, Tim Drew/Parking, City Staff/Sidewalks, and CLPC workgroup.
  • Meeting with Park Forestry already held.  Conversation with Bob Carlson led to the set up of the first multi-jurisdictional meeting projected for January 2016.
  • Outreach to Property owners, businesses & residents
  • Outreach to MCTC & St Thomas
  • Create a Public Realm Improvement Design
  • Create an Implementation Plan with multi- jurisdictional team
  • Organize Ribbon Cutting Ceremony

At this time there are no funds, other than CLPC staff support, requested for this project.

CLPC will report results to the City of Minneapolis Neighborhood Community Relations Department on an Annual basis.

NRP Phase II

Goal:  Urban Design/ Improvements

The Loring Park Neighborhood will be an attractive and inviting community that promotes harmony between the natural and built environments, gives prominence to pedestrian facilities and amenities, and respects the communities’ traditional urban features while welcoming new construction and improvements.

Objective 2.6:  The Loring Park Neighborhood will address critical needs for improvements to the neighborhood’s urban fabric that the community has identified as damaged, ugly, or underutilized.

Strategy 2.6.1:  Improve the Urban Environment throughout the neighborhood when opportunities arise.
A.  Improve Streetscapes including landscaping, lighting, pavements, crosswalks.
Strategy 7.1.3:  Maintain and Enhance the urban forest and green space.
A. Assist the MPRB in surveying missing or diseases trees in the neighborhood public right-of-ways.
